Welcome to the 2008 Racing Season
Opening Day April 26, 2008

If you are licensed by GPEB as an owner or trainer of one or
more "thoroughbred race horses", you are automatically a
member of The H.B.P.A. of B.C., unless you choose to negate that automatic membership.

The H.B.P.A. of B.C. has been in existence since the 1940’s, initially as an unincorporated body and then, since March, 1987, as a body incorporated in British Columbia under its Society Act.

The H.B.P.A. Association is governed by a board of directors
consisting of a president/director who is elected by the general membership together with ten additional directors, five of whom are licensed as owners (and who are not also licensed as trainers) and five of whom are licensed as trainers. Elections take place every three years and those who are elected serve as unpaid volunteers.

The officers of the Association consist of the president, two vice-presidents (one owner and one trainer) and an administrative officer who is appointed by the board of directors to a paid position as secretary-treasurer.

The H.B.P.A. of B.C. retains 2% of purses paid at Hastings Racecourse as it’s main source of revenue.

This document is an overview as a result of the Horsemen’s meeting with Hastings Racing Management in the George Royal Room, February 27, 2008.

    
It was emphasized that each participant involved in the movement of horses be diligent in their role in completing In and Out Slips. This will create a firm recording of accurate data to maintain horse movement and population.
    
Van Drivers are required to provide names of horses shipped to Hastings on their vans. If they don’t know some of the horses’ names they need, either to provide dam’s name or have trainer contact: the Race Office during office hours or Lorne Mitchell @604-377-4189 after office hours.
    
The three and one half furlong races maximum field size will increase to nine. Also we will be monitoring trainers that overuse these races for individual horses. At the meeting it was announced that horses would be limited to three starts at this distance, but after discussion it was decided that it is management’s responsibility to control and monitor and prevent abuse.
    
Barn Passes are available to all trainers. This procedure was tested during the PNE in 2007 and we are taking it a step further in issuing these passes for each licensed trainer.
   
 It is imperative that vehicles parked inside the stable area NOT impede or block maintenance crews, manure removal or in any way affect schedules of training. Security will be logging all vehicles in and out of the site.
    
Hastings Security will have access to a golf cart for night patrol. This should alleviate concerns about noise during sleep time for the horses.
    
The laundry Room on the Wall (Barn H) above Barn K will be operational as a laundry room by March 31.
    
Paddock Schooling Hours: 5.00 am. until 12.00 noon.
    
Gate Schooling Hours: 7.00am – 9.30am Tuesday to Sunday as April 01
    
Miller Gate will be open race days from 10.00 a.m. until 6.30 p.m.
